Steering Committee for HR Excellence in Research

The IRBLleida HRS4R Steering Committee is the body responsible for promoting, coordinating and monitoring the institutional strategy linked to the European Commission's HR Excellence in Research award.
This committee oversees the implementation of the HRS4R Action Plan, monitors compliance with the principles of the European Charter for Researchers, and ensures the continuous alignment of internal human resources policies with the European standards applicable to research staff.
The HRS4R Steering Committee also promotes the implementation of OTM-R principles (Open, Transparent and Merit-based Recruitment), aimed at ensuring open, transparent and merit-based recruitment processes.
Functions
- To promote and supervise the implementation of IRBLleida's HRS4R Action Plan.
- To monitor the actions linked to the HR Excellence in Research award.
- To promote the alignment of internal policies with the principles of the European Charter for Researchers.
- To ensure the application of OTM-R principles in the recruitment and selection processes for research staff.
- To coordinate the internal actions required to maintain and strengthen the institution's commitment to continuous improvement in human resources management in research.

Working/technical group HR excellence in research
Presentation
The HRS4R Working / Technical Group is the operational body responsible for coordinating, implementing and monitoring the Human Resources Strategy for Researchers (HRS4R) Action Plan at IRBLleida. Working closely with the Steering Committee and the Institute's management team, the group ensures the effective deployment of actions aimed at strengthening the institution's commitment to the principles of the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers. The Working / Technical Group acts as a driving force for continuous improvement, facilitating communication between stakeholders, monitoring progress, and supporting the preparation of reports and evidence required to maintain the HR Excellence in Research Award.
Functions

To coordinate the implementation and follow-up of the HRS4R Action Plan.

To monitor the progress of actions, indicators and milestones established within the HRS4R framework.

To collect, analyse and update the evidence required for internal reviews and external assessments.

To support the Steering Committee in the preparation of reports, documentation and strategic proposals related to HRS4R.

To promote communication and engagement activities to raise awareness of the HRS4R principles among the IRBLleida community.

To facilitate collaboration between different departments, committees and stakeholders involved in the implementation of the strategy.

To identify improvement opportunities and propose corrective or preventive measures to ensure the achievement of HRS4R objectives.

To contribute to the preparation of interim assessments, renewal processes and action plans associated with the HR Excellence in Research Award.

To ensure that HRS4R actions remain aligned with IRBLleida's strategic priorities and institutional policies.
